
After Mose’s father in law (Yitro) came to meet with him and saw that Moses was carrying all the burden of the problems of others alone he said “What you are doing is not good. You will surely wear yourself out, not only yourself but also this people who are with you, for the task is too hard for you; you will be unable to accomplish it alone.” (2:19) so Yitro advised Moses to select “prophetically” from amongst the entire people “men of wealth,who are G-d fearing, men of integrity and who despise monetary gain, and appoint them over the people’s officers of thousands, officers of hundreds, officers of fifty and officers of ten. They shall judge the people at all times and any major matter should be brought to Moses.” (2:22)
Yitro was the person that invented the Judicial system, till today we appoint Judges and a judiciary system to deal with problems abiding the law. He was the one who instituted the mediation system. Thanks to him we have courts of Justice.
