The Chofetz Chayim commented on this pasuk “The Torah and The land of Israel are one unit.”
The relationship between the land of Israel and the Torah is like the relationship between a body and a soul. A soul cannot exist alone in this world without the physical body. It would be unable to have a physical existence. And the body without a soul would have no life of its own for it is just dust from the earth.
The soul of the Jewish People is the sacred Torah and the body is the Land of Israel.
There are many commandments that can’t be fulfilled outside the land of Israel, in exile we are just not complete and we suffer. Nevertheless with all the difficulties we experience in the galut, we as people are alive, like a soul will always be alive but to function 100% it needs the body.The land of Israel without Torah, however is like a body without a soul, it is just another piece of land. What makes Israel special is the Torah that is breathed in every corner, in every stone. Everywhere you go there is history, there is soul, there is an unbreakable bond with H”S.
